Installing over the existing floor works when the subfloor underneath is sound, flat and well fastened. A single layer of intact vinyl can sometimes stay, once it has been checked. Soft or water-damaged areas, a floor that is already lifting or hollow, or added height that would foul doors and appliances all mean tearing out first.

Movement and hollow spots come from the subfloor. They get checked before any material is ordered, because ordering first is how one floor job turns into two.

Staining by a dishwasher or sink often traces back to a leak. We do not do plumbing, so an active leak needs a plumber before new flooring goes down over it.

Tyler did the stairs in our store and we were very impressed. He did all the prep work which included taking time to find a good match to the flooring that we already had, took of the carpet that was glued to the cement, and evened out bumpy spots.
